About The ICPA
In 1950, a small group of concerned fuel oil dealers and gasoline distributors came together to do some good for their industry. The result was the creation of The Independent Connecticut Petroleum Association. Since then, the ICPA has been providing a forum for petroleum marketers of all types to enhance their businesses and improve the industry.

Today, the ICPA is a thriving organization with more than 542 members with 13,000 Connecticut-based employees whose priority is to strengthen and protect the future of the petroleum industry.  

In 2004 ICPA created the ICPA Education Foundation, under which operates the Association's Technical Education Center.  The Foundation is a 501[c] [3] organization providing excellence in technical training for the 4000 professional licensed oil heat technicians who work in the trade in our state. Since 2004 our technical school has been certified by the Connecticut Department of Higher Education as a private, vocational technical school.

The ICPA keeps members up-to-date on the latest legislative and regulatory proposals from our state and federal government, and defends the interests of all petroleum marketers throughout the state of Connecticut. The collective strength of our membership provides the platform by which the petroleum industry can continue to flourish, by working with government regulators to promote, preserve and protect our industry in today's business climate.

Who Makes Up ICPA?
ICPA Represents 65% of the 1,576 Motor Fuels outlets in the State of Connecticut. These 1,576 outlets sell just over 1.6 billion gallons of gasoline each year.  The State of Connecticut collects over $400,000,000 in excise taxes and another 7.53% from the total end sale in a Gross Receipts Tax.


ICPA Represents 90% of the 13,000 people who work for the petroleum industry in the State of Connecticut.  These 13,000 people earn an estimated annual income of over $667,000,000 that goes back into the local economy of our state, and who pay more than $28,000,000 in state income taxes.

 There are 549 retail heating oil dealers registered with the Connecticut Department of Consumer Protecttion and hold valid HOD numbers. ICPA represents 395 of these companies, or 72%.   These companies annually sell 545,000,000 gallons of heating oil to 682,000 consumers.

  • You get to stay on top of important legislative and regulatory developments in both Hartford and Washington.  ICPA has a full-time lobbying firm at work in the state capitol and is a member of both the New England Fuel Institute and the Petroleum Marketers Association of America to keep an eye on Washington.  Our member's only section contains parts specifically dedicated to state and federal government relations work;
  • You participate in and support our efforts to work with the media in the state to help them and the public better understand what we do in our industry and how it benefits the people of Connecticut;
  • You gain access to literally dozens of education and training programs.  ICPA's Technical Education Center trains the lion share of the professional oilheat technicians in the state.  ICPA also offers Management Education programs for non-technical personnel;
  • You get to participate in the shaping of the marketing efforts of the industry through the grants ICPA receives from the National Oilheat Research Alliance [NORA].  Each year ICPA receives more than $800,000 in consumer education funding along for the purpose of promoting the oilheat industry within the state.
  • ICPA is your conduit to more than 500 petroleum marketers who sell 1.6 billion gallons of gasoline, 700 million gallons of heating oil, and who employ more than 13,000 Connecticut citizens. We represent a market whose annual sales exceed 5 billion dollars.

ICPA Is Part Of National Networks

ICPA is a member of The New England Fuel Institute [NEFI], a group dedicated to fuel oil dealers in this region. ICPA is a member of the Petroleum Marketers Association of America [PMAA], a national association representing us in Washington. ICPA is a member of the Oilheat Manufacturers Association [OMA], representing oilheat technology development for our future. ICPA is the designated state association under the National Oilheat Research Alliance [NORA], bringing valuable resources to the nation and our state to promote the future of heating oil. ICPA is a member of the Propane Gas Association of New England [PGANE], as we teach propane classes and need an alliance with another regional fuel. ICPA is a member of the National Fire Protection Association [NFPA], as ICPA's school teaches NFPA codes and this resource helps keep our members current with all code changes. ICPA is a member of the National Association of Convenience Stores [NACS], representing the national motor fuels outlets and convenience store interests. ICPA is a member of the National Conference on Weights and Measures [NCWM], representing the important codes our industry follows for the dispensing of all petroleum products. When you join ICPA you gain access to valuable national and regional assets directly related to our business.

ICPA Events

Independent Connecticut Petroleum Association ICPAChapter Meetings —Held throughout the year and around the state, members get the chance to gather with other members and exchange views and information on current state and federal legislation, state-wide public relations programs and pending regulations.
Trade Show — ICPA is a charter member state of the Atlantic Regional Energy Expo [AREE], held each year in Atlantic City, New Jersey. This is one of the industry's largest and most well-attended four day events drawing people from Virginia to New England.
Annual Convention —This event combines ICPA's annual meeting, election of officers and directors, a variety of timely and important education and training programs and an opportunity for members to engage in some social activity as well!
Golf Outing —Scheduled every May, this event is solely for the enjoyment of our members. It is a relaxing, fun day of golf.

ICPA Code of Ethics

ICPA's leadership has created a Code of Ethics for the membership of our Association.  This Code elevates the performance of our industry and makes us all better competitors.  All members and prospective members are strongly encouraged to read this Code.
