Enhancing Social Dialogue: Improving Interactions Between Prison Management and Staff

ICPA, in collaboration with the National Penitentiary Workers’ Union (SNLP) – Romania, supported a three-day workshop “Enhancing Social Dialogue: Improving Interactions Between Prison Management and Staff”. The event took place in Cluj-Napoca, Romania, from 19-22 March 2019. Participants of the workshop were various European Trade Unions, the European Public Service Union (EPSU), and the National Penitentiary Workers’ Union (SNLP) – Romania. The aim of the workshop was to bring together prison unions from different countries, in order to discuss the social dialogue process, and to share the practices that are in place in their own administrations.

A recent project of EPSU (European Public Service Trade Union) showed that many prison workers across Europe were facing longstanding problems of understaffing, overcrowding, and as a result – significantly increased risks of violence. At the same time, we were witnessing different cases of social dialogue failure in countries with a long democratic tradition, and which are fully engaged with the European values.

This workshop sought answers to the simple questions – How did this happen? What was the cause? Are there any chances to avoid traumatic experiences?

The Nordic model showed a way of doing things, but the context is quite different in the other countries. Most of the developed studies and approaches have focused on western European countries, showing different patterns and problems.
