Meeting the Challenge of Working with Foreign Offenders in Prison and Probation

Foreign national offenders continue to pose particular challenges to those who are working with them in the custodial and community setting. The workshop addresses interests and needs of experts from Prison, Probation and the voluntary sector and provides for an opportunity to listen to and learn from practices of their European colleagues.

In close co-operation with the Belgian Prison Service, the joint EuroPris and CEP Foreign National Prisoners Expert Group have organized a range of key note presenters from across Europe, including prison and probation practitioners, voluntary sector working with prisoners abroad as well as university lecturers and researchers.

To promote better national regulation and best practice for foreign national prisoners in Europe through contributing to a greater awareness of FNP issues and through improving the management, rehabilitation and resettlement needs of FNPs. The aim is to:

  • promote the welfare and interests of European nationals who are imprisoned outside their country of residence, in order to facilitate their social reintegration.
  • promote co-operation and the exchange of information between national and international agencies and groups which support prisoners abroad and their families
  • liaise with individuals as well as state and non-governmental bodies which provide support to prisoners abroad

A World Café session will be included to maximise participant engagement and sharing.

Subjects to be presented and discussed include:

  • Practical experiences of Foreign Offender Management
  • Trends and rates of foreigners in European Prisons from 2000-2016
  • Interagency cooperation and cooperation with the Immigration Service
  • Working with expelled Foreign Nationals
