Kosovo Correctional Service – A Brief Overview

The mission and the aim of the Kosovo Correctional Service is, together in cooperation with all other Justice partners and in full and continuous compliance with the Kosovo laws, to correct and re-socialize prisoners, by respecting their fundamental rights, regardless of their race, language and religion, as well as to provide a safe environment for staff, prisoners and society.

The vision of the KCS is to develop an advanced Correctional Service, which is to function in accordance with the law, and the most advanced international rules and standards.

Kosovo Correctional Service is committed to promotion of equality in all spheres of work and action. It is also dedicated towards a healthy society with an ever-growing emancipation by respecting gender equality, national affiliation, freedom of thought, religion, and social status.

Types of Correctional Facilities

Based on how the prisoners are treated, and the procedures for execution of criminal sanctions, at the KCS there are several types of correctional institutions:

Types of Correctional Institutions

Based on the security level, management and treatment of convicted persons, correctional institutions are:

  • Closed-type IK;
  • Semi-open type IK; and
  • Open type IK.

KCS Staff:

KCS staff consists of uniformed staff and civilian staff.

Uniformed staff includes:

  • Prison Director;
  • Deputy Prison Director;
  • Head of Security;
  • Staff working in pavilions;
  • Officers in charge of the visits;
  • Reception and Release Staff;
  • Intervention Staff;
  • Senior Correctional Supervisor;
  • Correctional Supervisor;
  • Correctional Officer.

Civilian staff and support staff is divided into:

  • Department leaders;
  • Division leaders;
  • Senior officials;
  • Officials; and
  • Assistants.


A prison’s duty is to provide constant protection for everyone, beginning when an inmate is admitted and continues until their ultimate release. And all these activities and operations are tightly connected with the three following Components of Prison Safety and Security.

  • Security;
  • Operations;
  • Technology.

Economic Unit:

The Kosovo Correctional Service conducts its own economic activity in three Corrective Centers: Dubravë, Smrekonica and Lipjan.

Staff Training

The Kosovo Correctional Service is going through a phase of major changes, such as management, training, rehabilitation and resocialisation of prisoners.

  9. Hydro-installation trainings
