A substantial group of people is imprisoned abroad, in the country where they committed the offense. Foreign nationals in prison often face significant challenges in prison and upon release, particularly in their preparation for return and their reintegration into their home countries. They frequently lack access to structured resocialization programs within prisons & probation services, leaving them at a disadvantage when re-establishing their lives.
In this session you meet three organizations from the Netherlands, Ireland and the United Kingdom that are specialized in the support of citizens imprisoned abroad. These three organizations have been operating for decades in a complex field and over the years have found effective practice-based methods and solutions to support citizens in foreign prisons.

Marco Brok is Policy Advisor with the International Bureau Dutch Probation. At the Bureau specialized probation professionals and volunteers support Dutch nationals imprisoned abroad and their social network. Marco holds a master’s degree Social Work and has been working for the Dutch probation service since 2002. Within the International Bureau he is responsible for the policy surrounding Dutch detainees abroad. This includes the evaluation and development of interventions, volunteer policy, training of volunteers and research.
Together with Leslie Alcock (Irish Counsel for Prisoners Overseas) and Christopher Stacey (Prisoners Abroad, United Kingdom) Marco participates in the CEP & EuroPris expert group Foreign Nationals in Prison and Probation (FNPP). In the session they share their experience with foreign nationals imprisoned all over the world, the challenges of foreign nationals in prison and the approach of their organizations to address their situation.
Christophers Stacey is Chief Executive of Prsioners Abroad, based in the United Kingdom. Prisoners Abroad is a UK-registered human rights and welfare charity which supports British citizens who are imprisoned overseas. Christopher has 20 years’ experience of charities and NGO’s. He has been Chief Executive since May 2023 and is responsible leading the organization, the governance of the charity and ensuring it is achieving its strategic goals.
