Stable accommodation is widely recognised as a critical factor in reducing reoffending among people leaving custody. Evidence from Northern Ireland and broader research consistently shows that individuals who are released without secure housing face significantly higher risks of returning to crime.
The session will examine the service and pilots NIPS has in place to bridge the gap between the criminal justice system and housing services, promoting early housing planning, coordinated multi-agency working, and rights-based advocacy. Drawing on qualitative and practice-based insights, the session examines the challenges and opportunities provided by this approach and highlights the effectiveness of a ‘whole system’ partnership delivery model that joins up support services across the statutory, voluntary and community sector.
