Crafting Change: Sustainable Facility Improvement in Thai Prisons through Decentralization and Alternative Funding (PID021)

This session addresses budget issues in Thai correctional institutions. We take a decentralized approach to facility renovation by encouraging material donations of salvageable construction waste from accessible construction sites and manufacturers. In return, the approach provides tax incentives and helps reduce the disposal costs of donating companies. Additionally, prisoners with construction skills can actively participate in improving the facility, earning merit credits for goodwill behavior and skill development of fellow inmates. The qualitative instrumental case study highlights successful system improvements that eliminate unnecessary dependence on the central budget through decentralized processes. The results demonstrate the success of the collaboration and illustrate the social, ecological, and educational benefits.
