Martin Gillå

Head of International Unit, Kriminalvarden, Sweden

Martin Gilla is a peace and conflict graduate from Uppsala University with extensive experiences in various management roles within the Swedish Prison and Probation Service over the last decades. He has experience in working in both remand prison and prison and for the last 15 years been working at HQ level. He is the Head of Office for International Affairs within the Swedish Prison and Probation Service, responsible for the international development cooperation and the engagement in peace operations, including spearheading the work in the Group of Friends of Corrections in Peacekeeping. Being a member of steering committees for several development projects on correctional development and human rights, he brings a perspective not only from his national service but that of the global corrections community as well. He was seconded to UN Headquarters and UNDP in New York as Corrections Specialist supporting the Global Focal Point for Rule of Law during 2019-2020.

Dr Laurel Harry

Secretary, Pennsylvania Department of Corrections, USA

Dr. Laurel R. Harry was named Acting Secretary of the Pennsylvania Department of Corrections (DOC) by Governor Josh Shapiro in January 2023 and was unanimously confirmed by the Pennsylvania Senate on June 22, 2023. Dr. Harry began her career in 1999 as a Drug and Alcohol Treatment Specialist II at SCI Waynesburg. She worked her way through the ranks as a Drug and Alcohol Treatment Specialist Supervisor, Unit Manager, Corrections Classification and Program Manager, Staff Assistant to the Central Region Deputy Secretary, Deputy Superintendent, and Superintendent of SCI Camp Hill for ten years. Prior to Secretary, she served as Acting Western Region Deputy Secretary.

In addition to serving at six state correctional institutions across the Commonwealth of Pennsylvania, Dr. Harry was a member of the Western Region Hostage Negotiation Team for six years and graduated from the Criminal Justice Executive Leadership Program in 2008 and the Leadership Development Institute in 2010. She was also recognized by the PA Prison Wardens Association as the 2019 Warden of the Year. Dr. Harry earned her doctorate in criminal justice at California University of Pennsylvania, and her master’s degree in counseling and bachelor’s degree in psychology at West Virginia University.

Natasha Porter

Founder and CEO, Unlocked Graduates, United Kingdom

Natasha Porter OBE is the founder and CEO of Unlocked Graduates, one of the UK’s largest prison reform charities. Unlocked develops leaders who work in prisons to break cycles of reoffending. Since 2017, their flagship graduate programme has placed 900 top graduates in 38 prisons across England and Wales, reaching more than 125,000 prisoners. They also run middle leadership training in prisons and are currently leading a pilot across two London prison wings to test the impact of the Unlocked model of officer recruitment, training and support when concentrated within a specific part of a prison.

Prior to Unlocked, Natasha was a teacher and leader in inner city London, including co-founding two groundbreaking new schools. She also worked at a think tank and as an adviser at the Department for Education and Ministry of Justice. Natasha is currently a visiting lecturer in leadership at King’s College London. She is a member of the Children’s Commissioner’s advisory board and trustee at Impetus PEF and Get Further, a school governor and on the advisory board for the Scandinavian Prison Project USA, and Youth Endowment Fund. In 2023 she was awarded an OBE in the New Year Honours List for services to HM Prisons and Probation Service.
