Rob Fisch is a Principal and Justice Sector Leader at DLR Group, Architects, Planners and Engineers.  He leads planning and design for some of the firm’s major corrections projects.  Over the past 37 years, Mr. Fisch has served as a consultant to corrections administrators, judges, prosecutors, and elected officials, as well as other justice system stakeholders.  He is widely recognized for his analytical and cognitive ability to develop a sound foundation for consensus-based needs assessments, master plans and facility solutions.  His experience encompasses courts, corrections and juvenile justice.  His recent adult corrections projects include jail master plans for major jurisdictions, such as Pittsburgh and Philadelphia in Pennsylvania, Buffalo, NY, Austin Texas, and a comprehensive plan to close New York City’s Rikers Island jail complex to be replaced with four new urban jails across the City. In the juvenile justice realm, he is currently leading design efforts for three juvenile detention campuses in New Jersey and planning for a new model for NYC’s Horizon juvenile detention complex. He also has extensive courthouse planning and design experience.

 

Mr. Fisch has a BA in Environmental Design from the State University of New York at Buffalo. He is a Certified Planner by the American Planning Association and is also LEED accredited from the U.S. Green Buildings Council.  He has lectured extensively at planning, design and security conferences in the US and abroad, and has been cited in various printed and electronic media on the topic of justice facility planning and design.

Rasha has been working with the International Committee of the Red Cross (ICRC) since 2004 and has held positions in eight different countries, including Sudan, Pakistan, Mauritania, Mali, D.R. Congo, Egypt, Dakar Regional Delegation, and now in Nairobi Regional Delegation.

During her time with the ICRC, Rasha has participated in designing and developing Water and Habitat programs including water supply, sanitation, rehabilitation, and construction projects, for civilian populations affected by armed conflict as well as for people deprived of their freedom in places of detention. In addition to developing partnership programs and strengthening capacities with National Societies and government authorities to address humanitarian needs and ensure the sustainability and continuity of the programs.

Rasha holds a Bachelor of Science in Civil Engineering degree with Honors from Sudan University of Science and Technology in Sudan, a Master’s degree in Engineering Project Management from Coventry University in the UK, and an Executive Master in Environmental Governance and Policy Making from the Graduate Institute of International and Development Studies in Switzerland.

Marayca is a subject matter expert of distinguished ability and accomplishment in the field of criminal justice. Her extensive education and background uniquely combine the fields of penology, criminology, and justice architecture. Her body of work is international in scope resulting in worldwide expertise and a deep understanding of correctional best practices, prison operations, and innovative models for offender management and intervention. 

 

Marayca is a frequent speaker in a variety of academic, professional, and international forums and is actively involved with different international organizations that share the common goal of advancing the field of corrections and improving conditions of confinement for individuals in custody. She is a Member of the International Corrections and Prison Association (ICPA) Board of Directors, Co-chair of the ICPA’s Planning and Design Committee and a Member of the Academy of Architecture for Justice’s Leadership Group.

As the lead design consultant on many of Australia's most innovative correctional and justice facilities Kavan is acutely aware of the crucial role design plays in creating an environment that makes rehabilitation and treatment possible.

 

Kavan is a highly sought after presenter and panellist at numerous conferences and summits, including International Corrections Prisons Association (ICPA) and IQPC Future Justice and Corrections Summit. With a commitment to shaping architectural outcomes of secure facilities, Kavan is the Group Chair of the ICPA Planning and Design Committee, a research and consulting organisation formed to promote humane and exemplary practices for the planning and design of new and existing prison environments.
