The topic of right-sizing facilities is often subject to conflicting views on the use of incarceration and the societal role of correctional facilities.  A consensus-based process begins with a broad system view of what drives decision-making on capacity and purpose and considers factors such as societal values, politics, costs, and the use of alternatives to incarceration. A deeper look into the planning process applies the operational philosophy to housing accommodation in each unit and the programs and services needed to support the population. Example facilities range from high-rise urban jails to rural campuses, some with thousands of beds.  Options include breaking down large populations into smaller buildings, as well as “communities” with shared support among smaller populations, addressing unique population needs.  The session speakers will address the facility planning process used in North America, as well as approaches used in countries across Asia, the Middle East and Africa.
