Across modern criminal justice systems, the intersecting challenges of trauma, substance use, and social exclusion demand coordinated, whole-system responses. In Northern Ireland, this has led to the development of a distinctive partnership model between the Northern Ireland Prison Service (NIPS) and the voluntary sector—designed to strengthen continuity of care across custody and community. 
 
This presentation outlines a multi-agency approach led by Start360, where services operate as a connected framework rather than in isolation. While much of the delivery is grounded within custody, the model is strengthened by its integration with community-based pathways, ensuring that individuals experience continuity rather than fragmentation in support.
