This presentation provides a holistic overview of the various role of Countering Violent Extremism – Prison (CVE-P) elements such as extremist management, prison intelligence and post release procedures and their contribution to enabling desistance.
The goal of this presentation is to facilitate an exchange of ideas, perspectives, and experiences that allow the successful management of violent extremist offenders (VEO).
Ideally, facilitators and attendees will work together to discuss innovative ideas to manage and prepare for the re-entry of individuals associated with violent extremist organizations.
The best way to counter any threat is to combine knowledge, experience, and cooperation. This presentation will provide techniques and strategies to strengthen local organizations to be frontline partners to counter and manage VEO’s.

William “Bill” Sage is ICITAP’s Headquarters Senior Counterterrorism and Corrections Advisor specializing in a variety of different fields to include intelligence, corrections, law enforcement, and counterterrorism. While he officially began in his role on January of 2021, Bill has assisted ICITAP with a variety of different projects during the past eight years. In addition to working with ICITAP, Bill has provided training or assessments to a host of various countries in the field of Intelligence and has extensive international experience working with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs, the U.S. Department of State’s Bureau of Counterterrorism, the International Institute for Justice and Rule of Law, and the European Union Rule of Law Mission in Kosovo. Bill has assisted with the development of numerous intelligence units within law enforcement and corrections enhance their intelligence gathering and analytical capabilities specifically for countering violent extremism. Bill holds a Bachelor of Science Degree in Security Administration from Northern Michigan University. He is a member of the International Association of Chiefs of Police, and the American Correctional Association.
