Prof. Michele Deitch

Director/ Distinguished Senior Lecturer, Prison and Jail Innovation Lab at the University of Texas at Austin, USA

Michele Deitch is a Distinguished Senior Lecturer at the University of Texas at Austin, where she holds a joint appointment at the Lyndon B. Johnson School of Public Affairs and at the UT School of Law and directs the Prison and Jail Innovation Lab (PJIL), which is home to the National Resource Center for Correctional Oversight. Professor Deitch is widely recognized as one of the leading experts in the U.S. on the issue of correctional oversight and prison reform, and she has written and published extensively on these topics. She also advises policymakers and agencies around the U.S. on prison and jail safety issues and on the development of independent correctional oversight bodies. In 2019, the National Association for Civilian Oversight of Law Enforcement (NACOLE) awarded her the Flame Award for her contributions to the field of prison oversight. 

Professor Deitch chairs the ICPA’s Network on External Prison Oversight and Human Rights. She served as the original drafter of the American Bar Association’s Standards on the Treatment of Prisoners. Prior to entering academia, she served as a court-appointed monitor of prison conditions in Texas and as a criminal justice policy advisor to the Texas Legislature.

Professor Deitch holds a J.D. from Harvard Law School, an M.Sc. from Oxford University, and a B.A. from Amherst College.

Hugh Chetwynd

Executive Secretary, CPT (European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment), France

Hugh Chetwynd has been working at the Council of Europe for more than 30 years. He currently serves as Executive Secretary of the CPT (European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment) and Head of the Department for the Deprivation of Liberty, Directorate of Human Rights, Council of Europe. From 2005 to 2024, he was Head of Division at the CPT Secretariat assessing the treatment of persons deprived of their liberty in 47 countries (with particular responsibility for the countries of the Mediterranean, the Western Balkans, UK/Ireland, and Türkiye). In these capacities, he has worked on thematic issues such as solitary confinement, life-sentenced prisoners, women in prison, immigration detention, combatting police impunity, and children in detention as well as persons held in psychiatric establishments. He also contributed to the revision of the European Prison Rules of 2020, and served as an expert on the Consultative Council for the Trinity College-led research project “Prisons: the Rule of Law, Accountability and Rights —PRILA.” 
 
Prior to working with the CPT, he served as Head of the Council of Europe’s Office in Bosnia and Herzegovina, working notably in fields of criminal justice, human rights and education, and constitutional reform. Earlier, he worked for the Council of Europe on criminal justice and human rights issues in the Western Balkans and Eastern Europe.

Sam Gluckstein

Deputy Chief Inspector, HM Inspectorate of Prisons for Scotland

Sam Gluckstein is a Human Rights Lawyer, currently serving as Deputy Chief Inspector of Prisons for Scotland. Prior to this, he was Head of the UK National Preventive Mechanism, a group of 21 organisations which inspect and monitor places of detention in the United Kingdom.
 
At the invitation of the Cabinet Secretary, Sam sat on the Ministerial Accountability Board which was established to have oversight of recommendations from scrutiny bodies. Sam sits on the Leadership Panel for Scotland’s National Action Plan for Human Rights, helping to develop and direct practical actions to improve the realisation of human rights in Scotland. Sam is also a Director at JustRight, an organisation which uses the law to defend and extend people’s rights. He is Expert Senior Advisor to the Republic of Ireland as they establish the last NPM in Europe, and an OPCAT expert to the UN Office of the High Commissioner on Human Rights. Sam also acts as a strategic advisor to newly established NPMs as they implement OPCAT – most recently working in Ukraine, Australia, Kyrgyzstan, and Belgium.

James Corrigan

Deputy Chief Inspector and Chief Executive , Criminal Justice Inspection Northern Ireland (CJI), Northern Ireland

James Corrigan is Deputy Chief Inspector and Chief Executive of Criminal Justice Inspection Northern Ireland (CJI).
 
James joined CJI as an Inspector in October 2004 and was appointed to his current role in 2013. During his career with the Inspectorate, James has led on a wide range of thematic and single agency inspections including the recently published inspection of organisational performance management within the Public Prosecution Service for Northern Ireland (PPS), and an examination of forensic science services in Northern Ireland.  He has also undertaken inspections on avoidable delay across the justice system as well as leading an inspection on the use of bail and remand as well as Police Service of Northern Ireland (PSNI) methods of disclosure to the Police Ombudsman in historic cases.  He is currently completing an inspection of traffic offences enforcement and prosecution. 
 
In his role as Deputy Chief Inspector James has been involved in quality assuring inspections undertaken in all of Northern Ireland’s prisons and other work inspections into the operation of Care and Supervision Units (segregated units); the safety of prisoners, pre-release testing and an inspection of the governance and operation of the Parole Commissioners for Northern Ireland.
 
Prior to joining CJI James worked for PA Consulting Group as a senior consultant in the public sector practice where he was responsible for a number of criminal justice projects. He also held a position as a Research Fellow at Queen’s University Belfast.  
 
James holds an MA in Political Science and BA in History and Politics from the National University of Ireland (University College, Dublin).
