Two years on from the start of the COVID-19 pandemic, Community Corrections NSW has started to assess the impact of the changes made to offender management and flexible working that have been retained post pandemic.
These changes include:
• a more responsive offender management framework that allows supervision to be conducted remotely, for example via phone or video, based on the risk and responsivity needs of the individual
• increased flexibility in where work is conducted, based on the type of work activity, organisational requirements and expectations and individual needs.
Contrasting performance data, anecdotal feedback and employee survey responses from pre and post pandemic has shown that there have been notable improvements in performance outcomes and a small increase in positive employee feedback. This is significant given it has been achieved during a time of significant disruption organisationally and in the wider community, during the pandemic.

Joanne Kennedy is the Policy Manager for Community Corrections, Corrective Services New South Wales. Jo has worked for Community Corrections for over 25 years, having spent the first half of her career in Community Corrections operations and the latter half in head office roles, most notably managing the operational policy for Community Corrections. She has substantial experience developing operational policy in response to legislative, practice and technological changes. Jo holds Masters’ degrees in both Forensic Psychology and Public Administration.
