The Hong Kong Correctional Services Department (HKCSD) is committed to ensuring a secure, safe, humane, decent and healthy custodial environment and providing persons in custody (PICs) with appropriate rehabilitation services. In recent years, the HKCSD has been enhancing its institutional rehabilitation programmes and strengthening collaboration with stakeholders from various sectors of the community, with a view to helping PICs turn over a new leaf and reintegrate into society after release with comprehensive post-release supervision services.
In this connection, the HKCSD has been actively promoting collaboration among the Government, the business sector and over 100 non-governmental organisations (NGOs) to provide support for rehabilitated persons to reintegrate into society through mobilising different resources in the community. In order to disseminate the message of “supporting offender rehabilitation” in the community and encourage more community stakeholders to join rehabilitation work, the HKCSD launched the Rehabilitation Partners Award Scheme in 2024 to honour Rehabilitation Partners in recognition of their contributions and active support for PICs and rehabilitated offenders. Rehabilitation Partners provide them with a wide range of services, including various vocational training, employment opportunities, rehabilitation activities, and give support through donations.
The HKCSD has always been a rehabilitation companion to provide comprehensive support for PICs in order to help them rehabilitate, so that they can reintegrate smoothly into society as law-abiding citizens after release.

Mr. Fung joined the Hong Kong Correctional Services Department (HKCSD) in 2007. He has served in various correctional institutions and at HKCSD headquarters, including the Operations Division and the Rehabilitation Division. He is currently the Superintendent of Rehabilitation Unit 2, where he oversees the welfare of persons in custody (PICs) and the statutory supervision of rehabilitated persons after their release. Holding a Master’s degree in Public Administration and a Bachelor’s degree in Communication, combined with his expertise in offender rehabilitation, Mr. Fung has played a pivotal role in formulating and implementing rehabilitation service policies and coordinating publicity campaigns. He has made significant contributions in co-organising rehabilitation programmes with non-governmental organisations (NGOs), religious bodies, charitable organisations, volunteers and prison visitors, thereby building reintegration pathways for PICs and rehabilitated persons. As an advocate of multi-disciplinary collaboration, he has been initiating new collaborative rehabilitation programmes engaging cross-sector stakeholders. A hallmark of his leadership is to launch a new rehabilitation initiative, a three-year programme providing comprehensive, one-stop rehabilitation for PICs serving sentences of less than one year. This project uniquely integrates an evidence-based study with a local tertiary institution to optimise future crime prevention and rehabilitation outcomes. Furthermore, Mr. Fung spearheaded the second Rehabilitation Partners Award Scheme in recognition of the vital support from NGOs, commercial organisations and academic institutions. His mission remains the long-term advancement of the HKCSD’s rehabilitation framework, dedicated to supporting PICs along their journey towards successful reintegration for a more inclusive Hong Kong.
