New guidance in INL priorities impacts how INL is able to assist partner country ‘s corrections systems and what INL is able to fund. This presentation provides information about the kind of corrections assistance that can gain approval for funding by INL.
INL's corrections programmatic guidance for partnerships provides a clear, actionable framework for addressing these challenges. It emphasizes proactive measures, intelligence-driven strategies, and international collaboration to disrupt TCO and gang operations by reducing their operational space within prison systems. By targeting incarcerated leaders and members, INL partnerships disrupt recruitment, communication, financing, and trafficking activities—enhancing institutional security while countering transnational threats to public safety to ensure safe, secure, humane, and transparent operations.
Shannon McReynolds serves as Senior Corrections Advisor in the U.S. Department of State’s Bureau for International Narcotics and Law Enforcement Affairs, a position he has held since October of 2017.
Shannon McReynolds has thirty years of experience in corrections, beginning as a correctional officer and retiring as the inspector general for the New Mexico Corrections Department.
After retiring in 2014, Shannon worked for the U.S. Department of Justice as a training/technical assistance provider for those prisons and detention facilities seeking compliance with the Prison Rape Elimination Act. He is recognized by the federal court as an expert in prison policy/procedure and security threat groups and has provided expert witness services in federal and state court in civil and criminal cases pertaining to inmate classification, use-of-force, suicide risk/screening, inmate religious rights, the sexual abuse of inmates, security threat groups, administrative segregation, and conditions of confinement.
Shannon has performed operational audits in jails and prisons throughout the United States and has conducted assessments and training in two tribal detention facilities. Shannon has a BS in Criminal Justice Management and is a member of the American Correctional Association, the Texas Gang Investigators’ Association, the Arizona Gang Investigators’ Association, and the Midwest Gang Investigators’ Association.
