Pre-release testing (PRT) is an important step in preparing people in prison for a safe return to the community, particularly where release decisions are made by the Parole Commissioners for Northern Ireland (PCNI).
This workshop introduces pre-release testing (PRT) as a key step in preparing people in prison for a safe return to the community, particularly where release decisions are made by the Parole Commissioners for Northern Ireland (PCNI).
Participants will learn how individuals serving life sentences become eligible for review and how, around three years before the end of their minimum term, their cases are considered by the PCNI. The session will explain how and why pre-release testing may be recommended, giving individuals structured opportunities to spend time in the community while their risk and readiness for release are assessed.
The workshop will explore the important role PRT plays in supporting evidence-based decision-making, through risk assessment, helping authorities understand behaviour, manage risk, and determine whether release is appropriate.
It will also clarify the respective roles of the PCNI and the Northern Ireland Prison Service (NIPS) and PBNI, including how decisions are made and how structured, individualised PRT plans are developed.
Throughout, the session will emphasise the balance between rehabilitation, public protection, and the consideration of victims' needs, encouraging discussion on challenges and good practice.

Valerie McCloskey previously worked with the Prisoner Ombudsman and joined the Northern Ireland Prison Service in July 2025 as Acting Deputy Director of Rehabilitation. She brings extensive experience in organisational change, strategic leadership, and service improvement, with responsibility for five key rehabilitation pathways. In her current role, Valerie also oversees important reviews relating to pre-release testing, electronic monitoring, and the Prisoner Development Model, helping to shape policies and initiatives that support rehabilitation, reduce reoffending, and improve outcomes for people in custody and the wider community.

Chloe is a Governor at HMP Maghaberry and currently serves as Head of the Prisoner Development Unit. In this role, Chloe leads a range of initiatives designed to support rehabilitation, personal growth, and positive outcomes for people in custody. Working closely with prison staff and partner organisations, Chloe promotes opportunities for learning, skills development, and resettlement. Chloes work is focused on helping individuals achieve their potential, prepare for release, and contribute to a safer and more rehabilitative prison environment.
