Thematic Workshop Sessions

This session will examine the role of non-custodial measures (NCM) in developing community safety and social justice responses to women in conflict with the law. Drawing on the international human rights standards enshrined in the Mandela Rules and the gender-specific Bangkok Rules, this workshop will focus on three approaches to developing women-centered non-custodial measures through interactive exercises. First, we will review the role of the Bangkok and Mandela Rules in reducing the gender-based harms of custodial sentences through a discussion of the UNODC’s Toolkit for Gender-Responsive Non-Custodial Measures. Second, the workshop will present empirical evidence that demonstrates the success of NCM for women. Third, the workshop will conclude with an interactive session, based on the self-assessment exercises from the Toolkit and supplemented by introducing two US-based initiatives aligned with this approach.
