This presentation introduces Restoring Promise, an initiative of the Vera Institute of Justice, that partnered with five state Departments of Corrections in the United States to redesign eight correctional housing units for young adults aged 18–25. Combining therapeutic architecture with a restorative, developmentally appropriate framework, these units emphasize mentorship, family engagement, and dynamic security to shift from control-based practices to connection-centered care. Grounded in research and tailored to local contexts, the initiative was shaped by data throughout its design and implementation. A rigorous evaluation - including a randomized controlled trial - demonstrated improved behavioral outcomes, staff well-being, and unit culture. The presentation will highlight the initiatives design, implementation, and outcomes; as well as the collaborative processes critical to its success and implications for broader systemic change.
