Dan Obiero Ouya is the current Head of Infrastructure Development, Kenya Prisons Services, a position he has held since 2019. He has served with United Nations Organization Stabilization Mission in the Dr Congo (MONUSCO) as an Engineer in the Corrections Unit from 2017 to 2019. He has worked with the Kenya Prisons Service for 11 years and is currently an Assistant Commissioner of Prisons by rank. He Holds a bachelor’s degree in Architecture, a postgraduate diploma in project management and is currently pursuing his master’s degree in Disaster Management and Sustainable Development from the Masinde Muliro University of Technology. He is a Monitoring and Evaluation professional and a registered Environmental Impact Assessment Expert.

Geert de Vries

Water and Habitat in Detention Technical Advisor, International Committee of the Red Cross, Kenya

Geert de Vries is currently serving as WatHab in Detention Thematic Advisor for Africa with the International Committee of the Red Cross. He has worked with the ICRC for almost 20 years, mostly as Country Coordinator in the Water and Habitat Department in Africa, Middle East and Asia. He acquired extensive experience in design, construction and maintenance of prison infrastructure via collaboration with detention authorities throughout Africa and beyond.

He holds a Master in Geology at the University of Genova and a post grade in Hydrology at the Polytechnic in Barcelona.
