Doug Dretke

Doug Dretke is the Interim Director of the Global Engagement Center at Sam Houston State University (SHSU), bringing decades of leadership in corrections, criminal justice education, and international reform.

A seasoned corrections executive, Dretke previously served as Director of the Office of Comparative and International Education and Leadership at SHSU’s College of Criminal Justice (2024–2026). Prior to this role, he dedicated 17 years as Executive Director of the Correctional Management Institute of Texas (CMIT), where he spearheaded state and national training programs and led U.S. Department of State-funded initiatives in global corrections leadership.

His distinguished career began with 26 years at the Texas Department of Criminal Justice (TDCJ), where he rose from correctional officer to Director of the Correctional Institutions Division, overseeing 100+ prison facilities.

Education & Academic Roles:
Dretke holds a BS in Criminology and Corrections (SHSU) and a Master of Public Administration (Texas A&M, Corpus Christi). As an adjunct faculty member at SHSU, he teaches Correctional Systems and Practices and bridges theory with real-world expertise.

Professional Leadership:
Active in ACA, APPA, AJA, and ICPA, Dretke has chaired ACA’s Resolutions and Policy Committee and served on the ICPA North America Board. He previously held roles on ACA’s Board of Governors and Professional Certification Commission.

Honors & Global Impact:
Recipient of the prestigious 2024 ACA E.R. Cass Correctional Achievement Award, he also earned the Dr. George J. Beto Hall of Honor Award (2009), the Defensor Pacis Award (SHSU), and the Texas Pre-Trial Services Pioneer Award. His international work includes prison reform training and collaborations with the U.S. State Department.

Dretke is a nationally and internationally recognized leader, blending operational excellence, academic rigor, and a commitment to advancing correctional systems worldwide.

Dorin Muresan

Chair, Staff Training and Development Network

Dorin MURESAN is a former high-ranking prison official who has held roles such as Prison Governor and Deputy Director General of the Romanian National Administration of Prisons. He possesses a bachelor's degree in Law and Administration and a Master’s degree in Criminal Justice, having devoted almost three decades to the Romanian Prison Service, amassing considerable expertise over his career.

Currently, he is the Chair of the Staff Training and Development Network within the International Corrections and Prisons Association (ICPA). As a certified trainer of trainers, Dorin has organized and facilitated more than 45 training courses covering areas like corrections, project management, and personal growth. His impact on public management is highlighted by his involvement in formulating four distinct prison strategies.

In the last 14 years, Dorin has also volunteered with various international organizations, including the United Nations Office on Drugs and Crime (UNODC) Council of Europe (CoE), the Organization for Security and Cooperation in Europe (OSCE), and ICITAP. His efforts have been instrumental in numerous significant projects, such as:

- Advancing human rights within the detention systems of Libya
- Assisting with enforcement, probation, and rehabilitation frameworks in Moldova
- Fortifying the criminal justice system in Moldova to meet human rights standards
- Enhancing technical capabilities for promoting human rights in national institutions in Moldova
- Promoting regional prison collaboration in the Balkans
- Creating intervention strategies to address challenges in Central and Eastern Europe
- Improving healthcare services in Balkans prisons
- Tackling issues related to radicalization and recruitment in the Balkans ,Central Asia and beyond
- Providing technical support to bolster judicial and addiction treatment systems in Turkey
- Strengthening human rights adherence in security sectors such as law enforcement and corrections in Kosovo
