Oscar Ayzanoa Vigil
Prison System Adviser, International Committee of the Red Cross, Mexico
Peruvian Lawyer now based in Mexico City working as Prison Systems Adviser in ICRC (Regional Delegation for Mexico and Central America). Previously worked in ICRC’s Bogota Delegation (2018-2021) and El Salvador Mission (2014-2017). Formerly worked in National Penitentiary Institute (INPE, 2011-2014) in Peru as member of the National Penitentiary Council (main national authority of INPE), taking charge of monitoring the Reintegration programs, anticorruption policies, internal procedures, budget follow-up, link with Ministry of Justice, between other issues.
Linked with prison issues since 1989 as volunteer in Lurigancho Prison (Lima, Peru) and working for the Bishop’s Commission of Social Action (human rights branch of the Catholic Church in Peru) coordinating the teams of Prison Pastoral Care at national-wide level. Later working in the Ombudsman’s Office for its Criminal and Prison Affairs Program and as a researcher in prison themes at the Truth and Reconciliation Commission. Has also served as consultant for IDB, UNODC, UNICEF, GTZ in themes of Prison Reform, Juvenile Justice, Judicial Reform; supporting efforts by Peru’s Ministry of Justice, Ombudsman’s Office and Judicial Branch, and used to teach Penitentiary Law at Catholic University in Lima.
