In Belgium, a masterplan is underway with new construction projects, which are realized through a PPP, more specifically through a DBFM (Design-Build-Finance-Maintenance).
The presentation will give an overview of all the projects, with the main focus being that this remains a living thing and that we learn from each project and we keep evolving and adapting the specifications to experience. So that we can clearly see the evolution between the start-up in 2008 and the projects that are now starting up or ongoing. 
The presentation will therefore focus on: 
- The evolution throughout the various projects;
- The challenge of thinking in output specifications rather than tightly imposed requirements;
- The difference in mindset between a prison via a DBFM and one under traditional management, especially for the local management and staff;
- The monitoring of the project and which themes trigger debates/discussions.
