The “Beyond Prisons Task Force on Women and Community Corrections” will present its work, its findings and its recommendations.
The Task Force, established in 2019, recognized that women were the fastest growing population at all stages of the criminal justice system and had a goal to promote and support the development and sharing of knowledge in relation to research, gender/trauma-informed programs, and community-based alternatives for women in conflict with the law. The Task Force has drawn on evidence, expertise, policies and practices from around the world with the aim of informing governments, policy makers, practitioners, partners and the public.
In a world where criminal justice agencies are being asked to “do more with less” and to be more responsive to various populations, this workshop will present the work of the Task Force, and include its newly developed guide and proof of concept on Cost-Benefit Analyses (CBA) or Cost-Effective Analysis (CEA) to clearly demonstrate results of community-based programs.
The workshop will showcase the power and importance of being gender and trauma informed and in using a CBA / CEA approach through presentations by Sarah Byron of the Parole Board of Canada, Linda Wienberg of The Moss Group and Mary Mbau of the Kenya Probation and After Care Service.

Linda Weinberg

Linda Weinberg began consulting with The Moss Group in 2017 after 30 years of service as an attorney and administrator. She has broad expertise and experience all aspects of local, state and federal government. Prior to her retirement, she served for seven years as public safety director and deputy county administrator in Orange County, Florida, a role which included oversight of the county’s 3,500-bed jail complex. Ms. Weinberg received her bachelor’s degree in Social Science Education from the University of Central Florida and her law degree from the University of Florida. She is a member of the Florida Bar Association, and the Georgia Bar Association.
