Statistics for 2021 show that Norway's recidivism rates are at a historically low level, even compared to other Nordic countries. Among those released from unconditional imprisonment, 16% reoffended within two years (2021). Even lower recidivism is found among those released from community-based sentences, with 7% reoffending within two years (2021). Over the past six years, recidivism rates among individuals released from prison have steadily declined, with a notable drop between 2020 and 2021. Similarly, recidivism among individuals released from community sentences has shown a downward trend throughout the measurement period (2004–2021).
We find the highest recidivism rates among young people. Reducing youth crime is a high cross-agency priority in Norway. The Correctional Service has strengthened its efforts with specialized expertise for this target group.
