The protection of domestic and family violence (DFV) victims is an ongoing challenge for justice agencies. Police investigations and criminal proceedings are known to be times of escalating aggressive and violent behaviours, posing increased risk for women and their children.

This presentation will address the success and challenges of a South Australian trial of GPS monitoring technology for intensive bail supervision, and the impacts on DFV victim/survivor wellbeing and physical safety.

Ryan Harber works for the South Australian Department for Correctional Services as the Executive Director for Community Corrections and Specialist Prisons. This role has oversight of Community Corrections operations and three of the State’s specialist prisons being Adelaide Women’s Prison / Adelaide Pre-Release Centre, Cadell Training Centre and Port Lincoln Prison. Ryan has a focus on alternatives to custody and reducing recidivism for those under supervision with the Department.

Ryan holds a Bachelor of Social Work, Bachelor of Social Planning and a Graduate Certificate in Public Sector Management. Ryan has worked at the Department for Correctional Services for over 18 years in roles across front line operations, policy / project work, senior management and executive roles.

Frances Bell

General Manager, Electronic Monitoring, G4S, Australia

Frances has over fifteen years’ experience in community corrections, juvenile justice and electronic monitoring and has a deep understanding of the criminogenic factors that contribute to offending behaviour and the compliance requirements of sentencing bodies.

Frances is the General Manager of G4S’ Electronic Monitoring contracts in Australia and drives continuous improvement in operational technology standards that support community safety. She has been a reliable expert witness, has successfully managed significant incidents, EM program changes and the implementation of improvements.
