Talia Karamanoukian

With more than twenty years of professional experience in the correctional environment, Mrs. Talia Karamanoukian holds a bachelor's degree in psychology from the University of Montreal and a master's degree in Human Systems Intervention from Concordia University. Since 2019, she has served as an acting director within the Sous-ministériat des Services correctionnels for the government of Quebec (Canada). As such, she directs a team of probation officers and is responsible for the different services and programs offered by her unit to the clientele. Previously, from 2010 to 2019, she served as a manager and team leader within the same ministry. Prior to 2010, she served as a probation officer. Mrs. Karamanoukian is recognized for her leadership and her change management skills when implementing pilot projects. Since June 2022, she is involved in the implementation of Quebec’s new Social integration Unit.
Throughout her career, Mrs. Karamanoukian has worked with both male and female inmates released into society with supervisory measures. She strongly believes that by understanding and addressing each individual’s underlying vulnerabilities, we can have a positive impact on their delinquency cycle and therefore, increase their chances of a successful reintegration. She has a strong clinical judgment and knowledge of various intervention skills in order to work with individuals presenting mental health, addiction and violence issues.
