Comparative studies prove that effective reintegration poses common challenges across jurisdictions. And yet a closer scrutiny shows that problems exist which are socially or culturally unique. This opening International Panel is intended to share perspectives from different regions of the world.
Panel members will summarize what they see as the key challenges for achieving effective reintegration, how these are being met (or not), and what may be most required for future efforts to rehabilitate reintegration. The panel will welcome an interactive dialogue with the audience.

Brian Lovins PhD

Dr. Lovins is a Principal with Justice System Partners. He earned his PhD from the University of Cincinnati in Criminology/Criminal Justice and has worked in the field for the past 30 years including seven years as the Assistant Director of Harris County (Houston TX) Community Services and Corrections Department. Dr. Lovins has a broad array of research interests including risk assessment, effective practices, and organizational implementation. He has published a range of articles on correctional effectiveness and has been invited to speak on more than 250 occasions.

Yong Lee Shie
Commissioner, Singapore Prison Service
Yong Lee joined Singapore Prison Service (SPS) in 1995 after graduating from the National University of Singapore (NUS). Yong Lee’s key appointments in SPS include operations and command stints in the prisons, leadership roles in research and planning, development of rehabilitation programmes, policy reviews and legislative changes to facilitate the rehabilitation and reintegration of offenders. Specifically, she has undertaken leadership roles as Head Operations of Changi Women’s Prison, Head Research & Planning, Head Programme, Deputy Director (Civil Defence & Rehabilitation) in Ministry of Home Affairs and Commander Cluster of five prisons. Yong Lee was the Deputy Commissioner (Policy & Transformation) of SPS since 2015 and was appointed as Commissioner of SPS in September 2020, where she led SPS to expand community corrections and galvanise community for reintegration of inmates into society.
