Javier Curras
CETIP Project Manager, International Committee of the Red Cross, Mexico
Javier is a Spanish architect with professional experience in both the private and humanitarian sectors. After graduating with a Master’s in Architecture specialized in Building Technology, he worked in architectural design and construction management in Spain and the Netherlands.
In 2007, he began a humanitarian career in India and subsequently worked with several non-governmental organizations in India, Bangladesh, and Lebanon. After completing a Master’s degree in Humanitarian Action and Development, he joined the ICRC in 2010 as Water and Habitat Delegate and on the capacity as Construction Project Manager led design, construction, and rehabilitation projects in Afghanistan, South Sudan, Myanmar, Somalia-Kenya, Lebanon, and Kenya, covering facilities such as hospitals, clinics, physical rehabilitation centers, and ICRC premises.
He later worked in the detention field as CETIP Project Manager based in Panama, coordinating the Criteria for Technical Standards in Prison Infrastructure across Latin America. He subsequently served as Water and Habitat Delegate in Ukraine, focusing on infrastructure in places of internment and penitentiary facilities, before reassuming the CETIP Project Manager role.
He combines architectural expertise with extensive field experience in infrastructure planning, detention environments, and multidisciplinary humanitarian response.
