Parallel Plenary
This jointly-presented paper by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI), Kenya Prisons Service (KPS) and Kenya Probation & Aftercare Service (PACS) focuses on the implementation of international human rights standards for correctional services during the COVID-19 pandemic. Findings will be presented from an ongoing research project by RWI, KPS and PACS that has sought to understand how the uptake of international standards, in particular the Nelson Mandela, Tokyo and Bangkok Rules, has affected the services’ response to the pandemic. In addition, the presentations will include contributions from winners of an essay competition organised within KPS and PACS to document the lived experiences of corrections officers during the pandemic, and focused on the benefits that ten years of building compliance with international standards brought when faced with COVID-19, as well as the challenges that the pandemic created in maintaining many of those standards.
