In today's education and training context, technology can support more individualized and person-centred approaches by providing opportunities for personalization, adaptation, and simulation. It offers all the guarantees of security and efficiency in the management of data relating to the penal population as well as prison staff. It stores and transmits digital information for the management of prisoners. The database is in client-server SQL that can contain up to 24 billion records. Each prison works in local mode and synchronization (receiving, saving, updating) with the central management is automatic.

Simon Bonk

Simon Bonk is Chief Research Officer and Director of New Business Development at Telio. He creates and implements strategic approaches in new markets, and builds relationships with jurisdictions, researchers and other stakeholders to advance thought leadership in the correctional space. He is currently a member of the CTA Board and Chair of the ICPA IT Group. Bonk is the former CIO for the Correctional Service of Canada.

Mbaye Sarr

Director, Direction Générale Administration Pénitentiaire, Senegal

Mr. Mbaye SARR is an inspector of the Prison Service and is currently the Director of the National School of Penitentiary Administration (ENAP). Academically, the inspector attended Cheikh Anta Diop University in Dakar where he obtained a master's degree in private law and a master's degree in human rights and peace at the Institute for Human Rights and Peace. He also attended the Centre for Advanced Studies in Defence and Security and obtained a Master's degree in Defence and Security. His time at the Higher Institute of Management also allowed him to obtain a master's degree in project management. Professionally, Inspector Mbaye SARR holds the diploma of inspector of the Prison Administration and has held various positions of responsibility. These include the head of the social reintegration division, the director of the Sebikhotane reformatory, the head of the human resources division, the regional inspector of the prison administrations of Ziguinchor and Dakar. And since December 2022, he is the director of the National School of Penitentiary Administration.

Colonel Abdoulaye Diagne

Director General, Senegal Penitentiary Administration, Senegal

Current Director General of the Penitentiary Administration, Colonel Abdoulaye DIAGNE is a seasoned civil servant of the State of Senegal.

Academically, Colonel Abdoulaye DIAGNE attended the Cheikh Anta Diop University in Dakar where he obtained a Master's degree in Philosophy and a Bachelor's degree in Documentary Information Science.

Mr. Abdoulaye DIAGNE also holds a Master 2 in Strategy, Defence, Security and Conflict and Disaster Management from the University of Yaoundé 2 in Cameroon. He also attended the Defense and Security High Studies Center (CHEDS) in Dakar where he obtained a master's degree in national security.

His time at the Centre for Diplomatic and Strategic Studies (CEDS) in Dakar allowed him to acquire a Post Master's degree in Diplomatic and Strategic Studies.

On the professional level, Colonel Abdoulaye DIAGNE holds a Staff Diploma, a 2nd degree Higher Military Education Diploma from the Cameroon International War College and a 3rd degree Diploma issued by the CHEDS. He has held various positions of responsibility.

He has been alternatively, Head of Infantry Section, Commander of Gendarmerie Squad, Commander of a Mobile Gendarmerie Squadron, Commander of a Gendarmerie Company, Commander of the Legion of Territorial Gendarmerie, Commander of the Gendarmerie Officers' School, Head of the Administration-Logistics Chain of the General Staff of the High Command of the Gendarmerie.

In October 2023, he was appointed Director General of the Prison Service. Polyglot, Colonel DIAGNE speaks French, English and Portuguese.

Rose Sarr

Inspector Rose SARR is a seasoned professional in the management and operation of penitentiary institutions. She has completed 26 years of effective service in the Senegalese Penitentiary Administration. She holds a master's degree in human resources management and has undergone several training courses in the penitentiary sector. She obtained a Certificate in Public Administration from Mohammed Been Rachid School of Government in Dubai, a Certificate in Leadership and Strategic Management from the Egmont Institute of Belgium and the National School of Administration of Senegal, a Trainer's Certificate for the United Nations with the Swedish Prisons and Probation Service. She has held various managerial positions within the Penitentiary Administration of Senegal, including Prison Director, Head of the Human Resources Division and currently Head of the Communication Service of the General Directorate of the Penitentiary Administration. She has participated in two peacekeeping missions with the United Nations and speaks French and English.
