Encompass is a Health and Social Care Northern Ireland–wide digital programme delivering a single, integrated electronic health and care record. A key achievement was the design and implementation of a bespoke prison healthcare module, developed with Epic Systems and tailored specifically for custodial settings. Through sustained collaboration between the Department of Health and the Northern Ireland Prison Service (Department of Justice), the system enables live, two‑way data sharing, including real‑time prisoner location information and essential medical markers. Now fully delivered, this is believed to be the first integrated prison electronic healthcare record of its kind in Europe, improving continuity, safety and quality of care for people in custody.
I am a medical doctor (GP) and Clinical Director of Healthcare in Prison in the South Eastern Health and Social Care Trust. We are responsible for the delivery of healthcare in all of Northern Irelands prisons.
I am a Fellow of the Royal College of GPs, the Faculty of Forensic and Legal Medicine, have an MBA from Durham University and am part 2 certified in Addictions Medicine.
I have been a partner in a community GP practice for over 11 years and also have experience as a medical expert for the Council of Europe CPT and as an NHS England Prisoner Ombudsman Clinical Reviewer.
