Tammy Mullins

Tammy Mullins leads the development of Design Standards at Ara Poutama Aotearoa, bringing deep expertise in architecture, design, operational integration, and cultural responsiveness. Her work ensures that infrastructure investments reflect rehabilitative intent and align with the Department’s strategic direction, including Hōkai Rangi. With experience spanning both private and public sectors, Tammy’s collaborative approach has helped embed design principles that support staff wellbeing, whānau connection, and the lived experience of people in prison at Ara Poutama Aotearoa.

Marc Baily

Urban Planner, Boffa Miskell, New Zealand

Marc Baily is a Partner and Urban Planner at Boffa Miskell, with over 30 years of experience in strategic planning, spatial design, and masterplanning. Marc specialises in integrating multiple disciplines to catalyse positive change in urban and custodial environments. He is a fluent and experienced speaker, regularly presenting planning evidence at Council and Environment Court hearings. Marc’s methodologies for understanding how people use space underpin his work in shaping environments that support wellbeing, identity, and progression.

Michael Bell

VP Corrections, MTC Management Training Corporation, United States

Michael Bell, with over 40 years in corrections, began his career in 1983 with the Texas Department of Criminal Justice and later joined Management & Training Corporation in 1995. His roles have included various management positions, including 17 years as Facility Warden at Bradshaw State Jail, Gregg County Detention Facility, and East Texas Treatment Facility.

Currently serving as the Vice President of Corrections, Region III since 2014, Michael has oversaw the expansion of MTC's contractual base from eight to thirty-one contracts with the Texas Department of Criminal Justice, the Texas Civil Commitment Office, Mississippi Department of Corrections, and Texas Health & Human Services. Michael was also appointed by Texas Governor Greg Abbott in January 2018 to lead the Task Force on Academic Credit and Industry Recognition, aimed to review and provide opportunities for incarcerated individuals to earn high school and college credit, industry-recognized credentials, and certificates.

Michael holds a Bachelor's Degree of Science from The University of Charleston and actively participates in community and civic activities to include serving as the current President of Henderson Economic Development Corporation. He has held leadership positions in organizations such as United Way of Rusk County, Henderson Area Chamber of Commerce, and Henderson ISD Board of Trustees and was awarded Lion's Club Member of the Year and John R Alford Young Man of the Year in Henderson, TX.

Additionally, Michael is involved in the American Correctional Association and Texas Correctional Association, and has served as a board member of the Texas Public Employees Association.

Dr. Kim Nugent

Kim Nugent, Ed.D., is the Founder and Innovation Leadership Coach for Kim Nugent Enterprises. She is also the Director of Talent and Organizational Development for Harris Health System. Kim is a Marshall Goldsmith Master Certified and ICF-certified Coach. She is an expert in leadership, staff development, and mentorship. Dr Jennifer Bourgeois

Postdoctoral Research Fellow, Texas Southern University, United States

Prosecutorial decision-making, and the intersection of public health and justice. She examines research-driven interventions to address risk factors linked to substance use, communicable and chronic diseases, and related comorbidities among justice-impacted populations. Her current projects focus on vicarious trauma among violence interrupters, maternal and infant health disparities, and the long-term health and social consequences of incarceration for families and communities. Her work is grounded in a commitment to translating research into actionable strategies that improve outcomes and advance health equity.

Dr Destiny Tolliver

Assistant Professor of Pediatrics, Boston Medical Center, United States

Dr. Destiny Tolliver is a pediatrician and health services researcher at Boston University Chobanian & Avedisian School of Medicine and Boston Medical Center. She attended Yale University as an undergraduate before earning her MD from the Morehouse School of Medicine. She then completed residency in the Boston Combined Residency Program in Pediatrics at the Boston Medical Center and Boston Children’s Hospital. After chief residency, she completed the National Clinician Scholars Program at Yale School of Medicine. Dr. Tolliver then returned to Boston as an Assistant Professor of Pediatrics. Her research focuses on addressing the health impacts of children and families impacted by criminal legal system involvement.

Amy Murphy

Project Director, George Mason University, United States

Amy Murphy has extensive experience with research and training and technical assistance (TTA) around the criminal legal system, particularly the intersection of justice and health. Amy has worked for nearly 15 years as a senior research associate and project director at the Center for Advancing Correctional Excellence (ACE) at George Mason University, Amy is an investigator with the NIH-sponsored Justice Community Overdose Innovation Coordination and Translation Center, where she leads efforts for the JCOIN Training and Engagement Center (JTEC), an online learning community consisting of eCourses, webinars, and other materials tailored to diverse audiences.

Amy has provided TTA to more than 200 providers and corrections agencies in jurisdictions across 20+ states. Amy’s work spans criminal legal system settings, including prisons, jails, reentry, community corrections, and treatment agencies that work with individuals with criminal legal system involvement. Prior to joining ACE, Amy worked as a research specialist at the Center for Evidence-Based Corrections, a research center at the University of California, Irvine. This center focused on research projects to improve practices within the California Department of Corrections and Rehabilitation. Amy’s work has been published in numerous journals that span disciplines. Amy completed a bachelor’s degree at Villanova University and a Master of Public Policy at Duke University.

Zahra Rennie

PhD Student, University of Waikato, New Zealand

Zahra Rennie is a PhD student in psychology at the University of Waikato. Her research and studies have focused on correctional intervention, risk assessment, and intervention evaluation. Her current PhD research examines a correctional assessment tool used to guide intervention decisions, including the tool’s validity and the typical combinations of intervention needs it identifies. Throughout her academic career, she has also contributed to several other projects in the criminal justice area. These contributions include surveying hundreds of people in New Zealand prisons about their experiences of violence and wellbeing, exploring how high court judges justify reduced sentences for adverse life circumstances, and assessing the reporting of responsivity adaptations in intervention evaluations.

Simon Davies

Lecturer in Forensic Psychology, Te Herenga Waka, Victoria University of Wellington, New Zealand

Simon Davies completed his PhD in Forensic Psychology at Te Herenga Waka, Victoria University of Wellington. He also holds a law degree and is a registered clinical psychologist with experience working in correctional settings for Ara Poutama Aotearoa (New Zealand Department of Corrections). He joined the School of Psychological Sciences in 2024. His research to date has primarily focused on the areas of correctional risk assessment, rehabilitation, and community supervision, reflecting a broader interest in conducting applied research that aims to further the understanding of pathways into and out of criminal behaviour.

Dr Julia Yesberg

Senior Lecturer, Te Herenga Waka - Victoria University of Wellington, New Zealand

Julia received her PhD in Forensic Psychology at Te Herenga Waka - Victoria University of Wellington. In 2019 she was awarded an Economic and Social Research Council New Investigator Grant which she completed in the Jill Dando Institute of Security and Crime Science at University College London. Julia joined the School of Psychological Sciences at Te Herenga Waka in 2024 where she teaches on under-graduate and post-graduate courses, including the MSc in Forensic Psychology. Her current research focuses on exploring public attitudes toward the criminal justice system, with a particular focus on the psychological factors that underpin support for various policies and practices. A central theme across her work is procedural justice – how perceptions of fairness and institutional conduct influence attitudes and behaviours. At the heart of her research is a commitment to improving the experiences and outcomes of individuals within the justice system.

Dr Tazeen Majeed

Senior academic and researcher, University of Newcastle, Australia

Dr Tazeen Majeed (SFHEA, PhD, MPH, MBBS) is committed to transforming healthcare for vulnerable populations through research, education, and policy advocacy. Her work addresses systemic barriers in healthcare access, with a focus on reforming correctional health programs and supporting marginalised groups, including women, youth, and justice-involved populations. Collaborating with national and international experts, Dr Majeed's research aims to inform policy discussions, contributing meaningfully to health equity initiatives. Central to her research approach is the co-design of healthcare solutions for people involved with justice systems, engaging communities to ensure that interventions are inclusive, culturally responsive, and sustainable.

Dr Majeed’s research directly informs her teaching. As a Senior Fellow of the Advance Higher Education (UK), she integrates contemporary research findings, real-world case studies, and principles of equity and social justice into her curriculum. Her teaching practice is grounded in pedagogical theory and student-centred learning, equipping future public health professionals with the critical thinking skills, cultural competence, and advocacy tools needed to drive change. By embedding her research into teaching, Dr Majeed ensures that students not only gain academic knowledge but also develop the capacity to contribute to systemic health reform—closing the loop between scholarship, practice, and impact.

Professor Elizabeth Sullivan

Professor of Health Equity, University of Newcastle, Australia

Professor Elizabeth Sullivan is an accomplished public health physician, medical epidemiologist, and executive leader with extensive academic and professional qualifications. She holds degrees in medicine and public health from the University of Sydney and UNSW and has completed advanced leadership and management training. Professor Sullivan is a Fellow of the Australasian Faculty of Public Health Medicine and the Epidemic Intelligence Service at the CDC in the USA.

Professor Sullivan is particularly passionate about equity, diversity, and inclusion. Her strategic leadership in health services research has focused on improving healthcare in custody, addressing the criminalization of poverty, and advocating for women in prison. Working as the Clinical Research Lead Custodial Health, Senior Staff Specialist, Professor Sullivan has a strategic leadership role in Custodial Health Research and is a research leader on NHMRC, Justice Health and CSNSW projects. Currently, she is leading various JHFMHN projects on deaths in custody, oral health in juveniles, management of methamphetamine use, and a scoping project on IPV; and NHMRC-funded culturally safe care for Aboriginal women in custody, evaluation of new mother & children program & transitional care programs. She is the Acting Chair of the Corrective Services NSW Women’s Advisory Panel and a medical Member of the Corrective Services NSW Ethics Committee. She has been awarded over 21 M with 280+ publications and reports and has a track record of delivering impactful research.

Dr Jo Taylor

Postdoctoral Research Fellow, University of Newcastle, Australia

Dr Jo Taylor is a dedicated Postdoctoral Research Fellow at the University of Newcastle. She is a highly accomplished mixed methods, public health specialist who has made significant contributions to improving the health outcomes and wellbeing of vulnerable populations and communities, including Aboriginal women in contact with the criminal justice system. Dr Taylor’s research is distinguished by her multidisciplinary and collaborative partnering with government and non-government organisations, Aboriginal Community Controlled Health Organisations, consumer groups and community. Her research centres on critical issues such as health equity and access, co-design, models of service delivery, health systems, innovative care models, prevention strategies, implementation, effectiveness and evaluation. Dr Taylor's research has led to significant improvements in healthcare practices and policies, particularly for vulnerable populations, through innovative public health strategies and collaborative projects. Collaborating with esteemed partners such as the Justice Health and Forensic Mental Health Network, Corrective Services NSW, Cancer Council NSW and Cancer Council Victoria. Jo's research delivers high-quality, tangible outcomes that impact communities and healthcare systems. Dr Taylor has also made contributions to the Global Burden of Disease studies that informs future policy, resource allocation and health systems planning.

Sophie Ransom

Principal Policy and Project Officer, Department for Correctional Services South Australia, Australia

Sophie Ransom has worked in the justice and public health sectors for over twenty-five years, undertaking research, evaluation, policy and project work. She has published papers on topics including therapeutic responses to justice-involved people, vehicle theft prevention and smoke-free areas. Sophie has worked at the South Australian Department for Correctional Services for the past six years. Her research and evaluation projects include evaluations of criminogenic rehabilitation programs, validation studies of criminogenic risk assessment tools and evaluations of cultural and employment support programs for correctional clients.

Dr Kevin Sammut Henwood

Principle Forensic Psychologist, University of Malta, Malta

Dr Kevin Sammut Henwood is a forensic psychologist with 20 years’ experience working in the field of corrections, offender management and treatment in Malta. He has worked both with incarcerated and community-based offenders. He specialises in the assessment and treatment of violent and sexual offenders and has worked extensively with populations who have serious addiction problems. Dr Sammut Henwood is also involved in staff training and policy development.

Dr Sammut Henwood has extensive experience working on different government appointed boards such as the Malta Psychology Professions Board that regulates the profession of psychology in Malta, the Parole Board and the Sex Offender Treatment Board. He is also a registered court expert on offender management, assessment and interventions.
Dr Sammut Henwood specialised in forensic psychology by pursuing a Masters in Forensic Psychology from the at the University of Surrey. Dr Sammut Henwood furthered his studies by also obtaining a Doctoral Degree in Forensic Psychology from the University of Nottingham. As an academic, Dr Sammut Henwood, has published scientific and peer reviewed studies with renowned journals in the fields of psychology and criminology in the areas of violence and aggression. He holds professional warrants to practice as a psychologist in Malta (Malta Psychology Professions Board) and the UK as he is chartered from the British Psychological Society and holds a registration with the Health Care Professions Council.

Dr. Yilma Woldgabreal

Yilma Woldgabreal, PhD in Psychology, has dedicated over 25 years of service with the Department for Correctional Services in South Australia, and in 2024, he was awarded the National Australian Corrections Medal for his outstanding contributions. Throughout his career, Yilma has held various key roles ranging from frontline work to senior management in community corrections. Since 2016, Yilma has concentrated on rehabilitation programs development and delivery. Yilma also holds Adjunct Academic Status at Flinders University, published broadly, and his research interest includes forensic psychology risk assessment, challenges facing ethnic minorities within the criminal justice system, and strength-based interventions with justice-involved people.

Jennifer has held several key positions, including Warden at both male and female correctional institutions, and Program Director, where she developed and implemented innovative programs to enhance inmate outcomes. She holds a Master’s Degree in Organizational Leadership from Gonzaga University and is a Licensed Chemical Dependence Counselor, equipping her with a unique perspective on the intersection of leadership and rehabilitation.

Her contributions to the field have been recognized with numerous accolades, including the Louise Jacks Outstanding Young Woman of the Year Award from the City of Henderson, Tx and President of the Henderson Rotary Club.
