Ian Broom

Ian Broom, PhD is a senior executive with over two decades of experience in corrections, conditional release, and public safety systems. He currently serves as Director General of the Research Branch at the Correctional Service of Canada, where he leads a national research program designed to inform evidence based correctional policy, operational decision making, and system performance. His responsibilities include strategic research planning, partnerships with external experts, oversight of ethics and methodological quality, and the translation of research findings into policy relevant and operationally actionable insights. Previously, Dr. Broom was Director General of Policy, Planning and Operations at the Parole Board of Canada, where he led integrated policy, research, operational guidance, performance measurement, and decision support system functions. In this role, he was responsible for the policy framework governing conditional release decision making and for ensuring consistent application of legislation, policy, and relevant jurisprudence across the organization. He also provided executive leadership on strategic planning, organizational performance, and responsiveness to victims and diverse offender populations. Across his career, Dr. Broom has supported legislative and governance initiatives, and led multidisciplinary teams working at the intersection of research, policy, and operations. He holds a PhD in Forensic Psychology and brings a systems level, evidence informed perspective to complex correctional and conditional release challenges.
