This workshop provides a comprehensive overview of the Northern Ireland Prison Service Prisoner Development Model and the 9 Resettlement Pathways used to assess, support and challenge those in custody prepare for their eventual release.
Delegates will hear how the Prisoner Development Model assesses the needs, strengths & risks of those in custody, working with partner and support agencies, alongside those in custody to develop a comprehensive, person centric needs profile and Prisoner Development Plan.
This workshop will demonstrate how the models of delivery within the Northern Ireland Prison Service are in line with the Universal Service Delivery Process and how interventions are tailored, reviewed and implemented based on that model, both in custody and should someone be recalled.

Caroline Brown is an experienced Officer, Senior Officer, and Governor who has led the Prisoner Development Units within both Hydebank Wood Secure College & Women’s Prison and Maghaberry Prison. Working across these diverse custodial settings has provided her with extensive experience supporting individuals with a wide range of needs, backgrounds, and risks. Her expertise uniquely positions her to showcase how the Northern Ireland Prison Service, through its Prisoner Development Model and Resettlement Pathways, assesses, supports, and challenges those in custody,

Mark Holmes
Governor in Charge, NIPS, Northern Ireland
Mark Holmes has been a member of the Northern Ireland Prison Service since joining as an Auxiliary Officer in 2000. Throughout his career, he has gained extensive experience across a range of operational, strategic, and leadership roles, serving at every rank within the Service. Most recently, Mark held the position of Governor within Prison Service Headquarters Security & Operations, where he contributed to the development and delivery of key organisational priorities. In July 2026, he took up the role of Governor in Charge of Rehabilitation.
