Ensuring the rehabilitation of special needs offenders in penal institutions is a fundamental requirement of human rights standards.This study explores rehabilitation policies for special needs offenders in penal institutions, including individuals vulnerable due to age, disability, health, gender identity, race, substance abuse, or the type of crime they were convicted of. By examining international practices in the USA, UK, Canada, Italy, and Germany, the research identifies effective strategies and highlights areas open to development in Türkiye’s approach. Findings reveal that while other countries offer tailored support and specialized programs, Türkiye’s practices are mostly standardized. This presentation will offer recommendations for improving rehabilitation policies in Türkiye.

Selen Çakırhan is a researcher with a background in psychology and criminology, specializing in sexual offenses, gender based violence, and social policy. She holds an M.A. in Criminology and Criminal Justice from Istanbul University, where her thesis explored the life history of sexual offenders through the Dark Triad framework. She is currently pursuing her PhD at Istanbul University - Cerrahpaşa, Institute of Forensic Sciences and Legal Medicine. With strong expertise in qualitative and quantitative methods, her academic interests focus on rehabilitation in the criminal justice system, sexual offenses, and violence against women.
