Many correctional systems face difficulties in maintaining continuity of support when individuals transition from custody to the community. These challenges are particularly significant for vulnerable offenders, including women, young people, and individuals facing social or psychological difficulties. 

This presentation explores practical approaches to building seamless reintegration systems through stronger linkages between institutional treatment and community corrections. Drawing on experiences from Japan and insights gained through international training programmes, the session will examine how correctional institutions, probation services, and other key stakeholders  can work together to support more effective reintegration.

The presentation will also highlight common challenges, including fragmented service delivery, limited inter-agency coordination, and barriers related to housing, employment, health, and social welfare support after release. Practical examples and transferable lessons will be presented to encourage exchange among participants from different jurisdictions interested in strengthening reintegration practices and reducing reoffending.

Mayumi Hando

Professor, UNAFEI (The United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders), Japan

Ms. Mayumi Hando is a professor at the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI). Since beginning her career in 2010, she has worked as a corrections officer in several Juvenile Training Schools (JTSs), as an officer at the Tokyo Region Correctional Headquarters, as a research officer at the Training Institute for Correctional Personnel (TICP), and as an officer at the Correction Bureau of the Ministry of Justice in Japan. Ms. Hando obtained her Master of Arts degree in criminology and criminal justice from Southern Illinois University (SIU). Her interests include trauma-care for juveniles and females, re-entry, and effective programmes in correctional facilities. She is currently pursuing a PhD at Hitotsubashi University.
