Placement, Productivity and Pay Program (3P) for foreign Inmates were mooted in Malaysia Prison Departments. Foreign inmates form about 18% from the total number of prison population which is about 75000 inmates. Inmates in Malaysia Prison are provided with various types of rehabilitation program, however the foreign inmates are having a little bit of disadvantage, they could not participate in programs such as certified skill training, internship and work programs due to language barrier and the immigration law and regulation. In order to be fair to the foreign inmate and provide them the best, prison department introduced 3P Program to ensure the foreign inmates are not left out and enjoy the same benefits and treatment as the local inmates.
The 3P concept:
i. Placement: Create facility outside the main prison known as Inmates Reintegration Centers (IRC) to accommodate foreign inmates and at the same time provide amenities and facilities to the private sector to set up their industries to provide work for the inmates. This facility acts as a resettlement phase for the inmates to reintegrate into the community.
ii. Productivity: While the inmates are placed in IRC they will be engaged in productive activities which will enable them to be occupied, acquire skills and knowledge which can be useful upon their release. The will be exposed to the current industries and job market.
iii. Pay: As the inmates gain knowledge, skill and experience during their stay in IRC they will be paid national minimum wage for engaging in jobs provided by the private sector.

Hafidz Othman has been with Malaysia Prison Department almost 30 years. Currently at departmental level he lead International Affairs and Transfer Prisoner Division Malaysia Prison Headquarters. He is actively work on Prison Reform idea work closely with international community through representative from foreign country Embassy in Kuala Lumpur specially with British High Commissioner, UNODC and Euro embassy representative. At International level he has attended course, seminars, forums and conference such ICPA, APCCA and he have graduate Senior Leadership Course under Her Majesty Prison and Probation Service, United Kingdom.
