Invitation from the Commissioner General of Rwanda Correctional Service (RCS) - CG Evariste MURENZI
Since its establishment, RCS has been mandated to ensure safe and humane custody of offenders sent by courts, their welfare, their reformation and rehabilitation for smooth reintegration into community upon release. RCS has transformed itself into an institution that rehabilitates convicts to become responsible citizens when they eventually serve their time rather than a punishment-oriented body. It has successfully made the changes needed to continue working safely, we increased our physical capacity, delivered more services more effectively, and recruited more first line staff than we ever had before.
The institution has designed proper correctional regimes, regarding the promotion of justice that align with international standards, proper coordination with other justice sector institutions, and preparing inmates for effective reintegration back into society. The RCS motto is; “Justice, Correction, Safety and Production,” keenly emphasizing the main reason for releasing inmates to community as better citizens than they left.
Therefore, by hosting the 2025 ICPA AGM and Conference, Rwanda correctional will specifically benefit through the following:

Through sharing of best practices and challenges across different practioners in effectively reintegrating Inmates in the society upon release from Correctional Facilities, Rwanda Correctional Service will learn how to incorporate the shared ideas into its own programs which largely will benefit the entire Criminal Justice system through reduced crimes or re-offending.

Share and Learn from one another's Correctional and Penitentiary best practices as well as acquiring knowledge and skills in relation to technological innovation in Rehabilitation of offenders and their Reintegration into the Community. This will lead to better performance/achieving of the RCS mandate of rehabilitating inmates for successful reintegration into the community as law abiding citizens.

Rwanda Correctional Service Staff and other local participants from other related institutions or Ministries will be able to be exposed to such International Meetings and Conferences. Networking with Experts, and highly experienced personnel in the field of Criminal Justice and Correctional/Prison Systems. This will in turn, build their capacities in professionally executing their duties and responsibilities of correcting and rehabilitating Incarcerated persons.
