Arch. Bozhidar Hinkov is a Professor of the International Academy of Architecture (IAA) with over 20 years of experience in the field of architectural design in Bulgaria and abroad. He has won numerous awards and competitions in his portfolio, and as a co-founder of Arrogant Architects, he works on some of the most impressive and large-scale projects in the field of sports, residential and industrial buildings: Arena Botevgrad, Holiday Complex Foros, Arenal Durostorum, Rozhen National Observatory Center, new pilot prison with a staff training center in Samoranovo, new production facilities of Ceraticit Bulgaria, etc.

Nadya Radkovska

Commissioner, Head of International cooperation and training of staff department, General Directorate "Execution of Sentences", Bulgaria

Since 2004, Ms. Radkovska has been working for the General Directorate;Execution of Sentences; in Bulgaria, focusing on the introduction of alternative sanctions and measures (probation). She has contributed to the development of policy, risk assessment tools, training strategies, and procedures for the probation service as part of the justice chain in Bulgaria. In 2020, she was appointed as Head of the Department for International Cooperation and Training of Staff at the General Directorate.

Ms. Radkovska has been involved in numerous international projects and initiatives, supporting the implementation of Council of Europe recommendations, standards, and best practices in prison and probation services. In 2020, she was elected as Radicalisation Awareness Network (RAN) Prisons Working Group Leader by the European Commission. From 2022 to 2023, she was the Chair of the Council for Penological Co-operation (PC-CP) at the Council of Europe, drafting recommendations and guidelines to support Member states in introducing standards, effective practices, and solutions in prison environments.

Ms. Radkovska has also been part of UNODC missions in Uzbekistan, Kazakhstan, Iraq, and Tajikistan under the UNODC Returning Foreign Terrorist Fighters Detention Programme and UNODC Criminal Justice Program in Central Asia.
