Drugs and Detention: When Justice and Public Health Come Together to Develop a Model of Care for Incarcerated Users

Anne De Waele has a Master’s degree in Social Anthropology from Université Libre de Bruxelles (2001) and an Advanced Master’s degree in Gender Studies (2022) from Université Catholique de Louvain, Université Libre de Bruxelles, Université de Liège, Université Saint-Louis-Bruxelles, Université de Namur et Université de Mons. Her gender studies research focused on the feminization of prison management teams in Belgium.She’s junior prison governor in prison (since 2008) de Lantin (since 2012) in which she acts as responsible for the local drug prevention policy. She used to work as researcher in Public Health especially in Health promotion (Université de Liège – 2002-2003) and as Health promotion agent in NGO Service Education Santé (2004-2008) which used to manage projects in south Belgian prisons including specifically peer to peer AIDS, hepatitis and STI prevention projects both with inmates and with prison’s staffs.

Emielie Schmits

Emilie Schmits has a Master’s degree in Clinical Psychology from the University of Liège (2010), an University Certificate in Consumption practices and addictive behaviors: prevention, follow-up and treatment” from the Catholic University of Louvain (2014), and holds a Ph.D in Psychology from the University of Liège (2015). She did scientific research in the department of clinical psychology of delinquency (ULiège) and her research concerned substance use among adolescents and adults, especially alcohol and cannabis users, focusing on the relationship with psychopathological symptoms and the influence of effects expectancies and social factors. Her activities also included teaching and mentoring students and professionals. She has created the University Certificate in “Clinical approach and care for alcohol, drug and gambling users” (ULiège). She also works as a clinical psychologist in drugs field and is in daily contact with adults substance users. Her clinical experience ranges from youth protection institution (IPPJ) to mental health center (SSM), including psychiatric emergencies (UMPS). She first joined the pilot project Drugs and Detention (Macadam, Fedito wallonne, EP Lantin, Liège) as a clinical psychologist, but now coordinates the team and deploys the project. She is a liaison agent between the various actors involved in the project, in the addiction and prison sectors.
