A significant change in prison design and prison culture is happening all over the world due to the increasing impact of ICT-led solutions. These apply to an ever-increasing amount of applications including prison security and building management systems, alongside a broad range of rehabilitative practices.
The panel, inspired by the insights of two EuroPris expert groups (Real Estate and ICT), will explore the need to take modern ICT solutions into account when designing new prison facilities, and will examine how ICT solutions need to be tailored to an existing older prison's unique architectural and operational needs.
Our panellists, including European and global specialists, will discuss the challenges and opportunities ICT integration presents in prisons. This will include the importance of taking account of ethical and legal compliance considerations.
This panel discussion aims to highlight innovative ways of technological implementation within the prison estates, and what the modernization of prison infrastructure in the context of technological integration could look like.
Two EuroPris Expert Groups (ICT and Real Estate) are currently preparing a joint guidance paper which seeks to highlight the possibilities and challenges of this transformation. The panel will discuss the key areas of the guidance which include: (1) Strategy, concept, and culture, (2) Infrastructure and technical questions, (3) Services, users, and partners, (4) Research, and (5) Artificial Intelligence.
European states are not uniform in their use or deployment of ICT within their prisons due to disparities in economic resources, technological infrastructure, policy priorities, and legislative frameworks reflecting broader socio-economic differences. However, countries at various stages of ICT integration can learn from each other, and there should be an effort to document and extend the best practices found in different countries.
Evidence-based research regarding cost-effectiveness and other benefits of this digital development are needed to justify sufficient funding, organizational engagement, and even political interest for this development. The European and global perspectives on ICT-led prison design must be combined to advance this development as equally as possible across the world.

She has a strong track record of success in managing teams, driving change, and implementing significant reform projects.
Prior to taking on the role of Executive Director, ICPA, Natalie ran the South Australian Department for Correctional Services’ Strategic Policy, Projects, and Partnerships Unit. She has also been responsible for successfully delivering significant operational reforms within South Australia’s prison system. Peter has been the Commissioner, Corrective Services New South Wales, Australia since September 2012 and retired in August 2021. Prior to this appointment Peter was the Chief Executive of the Department for Correctional Services in South Australia from July 2003 and worked with the Department of Corrective Services in Queensland, Australia for almost 15 years, his last position was Deputy Director-General. Peter started his corrections career in Germany in 1980.
New South Wales is one of eight States and Territories in Australia and Corrective Services New South Wales has responsibility for prisons and community corrections. It is the largest Australian corrections jurisdiction.
Peter has a strong background in corrections operation, in particular offender management and intervention. He has extensive experience in prison management and policy formulation. Peter also presided over significant prison infrastructure design, construction and commissioning and has particular expertise in the development of service standards for the delivery of correctional services by the private sector and contract management.
Peter holds a Masters of Public Administration and Bachelor of Social Work degree.

In 1968, Enis Yavuz Yıldırım was born in Elazığ. After completing his primary, secondary, and high school education in Elazığ, he graduated from Ankara University Faculty of Law in 1990. Mr. Yıldırım started his career as a Judge in 1991 and served as a Judge, Public Prosecutor and Chief Public Prosecutor in different cities until 2013. Mr. Yıldırım carried out his role as the General Director of Prisons and Detention Houses between 2013 and 2017, and as the High Advisor of the Ministry of Justice between 2017 and 2022. Gökçe Gülcüler, a graduate of Istanbul Technical University with a degree in Aeronautical Engineering, a master's degree in MBA from Koç University, and North Carolina, has gained expertise in various fields, including aviation, cybersecurity, risk management, and technology startups. She has gained professional experience at many sectors, both internationally and domestically. Gökçe has worked as a systems engineer, specializing in the design of aircraft and missile engines.
Gökçe has been chosen as an entrepreneurial fellow by prestigious organizations such as the International Youth Foundation, Global Entrepreneurship Summit, Laureate International Network, and Endeavor. She offers communication consulting services to technology firms. In 2022, she began generating content as a media representative at Harvard Business Review Türkiye. Gökhan KÖSEOĞLU, currently serving as the Head of Personnel Training Department of the General Directorate of Prison and Detention Houses Türkiye, has built an extensive career within the Turkish legal and penal system since graduating from Ankara University Faculty of Law in 2002. After completing his law internship at the Ankara Bar Association the same year, he worked as a freelance lawyer, registered with the Hatay Bar Association, in 2003.
His prosecutorial roles include positions as the Amasya/Suluova Public Prosecutor from 2006 to 2008, the Hatay/Altınözü Public Prosecutor from 2008 to 2011, and later, the Ankara Public Prosecutor from 2016 to 2019. Köseoğlu also served as an investigating judge of the Supreme Court of Appeals between 2011 and 2013, as well as at the Ministry of Justice, General Directorate of Prisons and Detention Houses from 2013 to 2016, and was the Supreme Court of Appeals Public Prosecutor from 2019 to 2022.
His contributions to the Turkish Penal Execution System are significant, including the preparation of the "Penal Execution Institutions and Detention Houses Monitoring Boards Training Textbook" for the Ministry of Justice. Köseoğlu has also represented Turkey in international forums, such as a study visit to Sweden in 2014 for the "Technical Assistance Project for the Improvement of Mental Health and Addiction Treatment Services in Penal Institutions", the European Organization of Prisons and Correctional Services meeting in Portugal/Lisbon in 2015, and the European Prison Training Academies (EPTA) Network meeting in Tallinn/Estonia in 2023.

In September 2006, he was appointed as the Director General of the Belgian Prison Service.

During his previous tenures with the Association, Hans hosted the ICPA Annual Conference in 2010 and provided support to ICPA through staffing, logistical and administrative services including the appointment of the Tineke De Waele as Executive Director.
Following his Presidency of the organisation, Hans served as a Senior Advisor and International Expert with EuroPris. Today he serves as Vice President of ICPA since 2019 and plays a key role on the Board of Directors. He is also involved in ICPA’s various initiatives and events, where he brings his expertise in technology, planning and design, and statistics. Sara has a Master in Criminology and a Master in European Criminology and Criminal Justice Systems. She started her career as scientific researcher where she studied different criminological phenomena, drugs and drug policy at the University of Ghent (Belgium) for four years. Eoin Flood works with the Educational Service to Prisons in Dublin, which is part of the City of Dublin Education and Training Board. He is currently the Head Teacher of the Training Unit Prison Education Centre. This is a recently opened prison catering for prisoners who are 55 years and older. His background includes classical music performance, pedagogy and academia. He has performed solo and ensemble classical guitar recitals and presented his research in conferences internationally (US, UK, Asia and Ireland). Before committing fully to further education, he has held lecturing positions in Maynooth University, The Royal Irish Academy of Music and in TU Dublin, where he completed his PhD in Musicology in 2020. In his role within prison education, he is interested in digital learning and digital transformation, including the design and validation of new programmes to cater for the growing need of adult learners in this area. He believes that learners in incarceration are increasingly vulnerable to the speed of digital advancement across society. Rose Kerrigan works with the Educational Service to Prisons and is currently employed as the Head Teacher in the Dochas women’s prison in Dublin which houses over 160 prisoners. It is one of two female prisons in Ireland and the school provides a broad curriculum ranging from basic reading and writing skills to supporting learners attaining undergraduate qualifications. Rose has a keen interest in developing the area of digital learning within the prison walls and aims to provide opportunities for prisoners to engage with technology in a similar manner to learners on the outside. She believes that the power of education can transform lives within the prison walls when it is accessible to all, can reduce recidivism and greatly improve quality of life upon release especially in the areas of family re-integration and employment opportunities. Prior to commencing work as a Sociology & English teacher with CDETB in the prison service Rose worked in the Irish Post primary sector and in adult education both in Ireland and Spain. Dr. Ramona Apostol is the coordinator of the innovation program on security and organised crime at the Custodial Institutions Agency of the Dutch Ministry of Justice and Security. In this role, she is coordinating the prioritisation and subsequent execution of innovation projects which contribute to her organisation’s objectives on the topics of security and organised crime. Previously, Ramona has advised and coordinated numerous procurements of innovation, performed by European and international consortia of public authorities. Peter has been the Commissioner, Corrective Services New South Wales, Australia since September 2012 and retired in August 2021. Prior to this appointment Peter was the Chief Executive of the Department for Correctional Services in South Australia from July 2003 and worked with the Department of Corrective Services in Queensland, Australia for almost 15 years, his last position was Deputy Director-General. Peter started his corrections career in Germany in 1980.
New South Wales is one of eight States and Territories in Australia and Corrective Services New South Wales has responsibility for prisons and community corrections. It is the largest Australian corrections jurisdiction.
Peter has a strong background in corrections operation, in particular offender management and intervention. He has extensive experience in prison management and policy formulation. Peter also presided over significant prison infrastructure design, construction and commissioning and has particular expertise in the development of service standards for the delivery of correctional services by the private sector and contract management.
Peter holds a Masters of Public Administration and Bachelor of Social Work degree.
