Developing an Institutional Model for Children Staying With Their Mothers in Penal Institutions Project

An overview of a project that was launched in June 2021 and will aim to improve the conditions for the children of incarcerated parents.

Within the scope of the European Union Instrument for Pre-Accession Assistance (IPA) II Term 2016 program, the "Developing an Institutional Model for Children Staying with Their Mothers in Penal Institutions" project, carried out by the General Directorate of Prisons and Detention Houses - Turkey, will be conducted under 4 different modalities: construction, consultancy, supply and technical support. The project aims to develop environments in penal institutions where physical and social conditions are arranged in the children's best interests to prevent them from being harmed by the harmful effects of the institution.
Under the project, the construction work that will include special units where the mother and the children could stay together is ongoing in Diyarbakır. In addition, within the scope of the technical assistance component of the project that started in February 2021 and will last for 18 months. The project aims to:
  • Conduct needs analyses for children staying with their mothers in penal institutions;

  • Prepare training materials for the daily life and educational programmes that will be implemented for children aged 3-6, who are staying with their mothers;

  • Develop training materials for mothers staying with their children and for prison staff;

  • Carry out studies on cooperation with various institutions and organizations on the subject of the project;

  • Prepare informative and awareness-raising materials for the public.

The opening ceremony of the project was held on 15 June 2021. It started with a project presentation and speeches from prominent guests.
