Prison Design and Technology Conference

 
The Directorate General for Prison Administration and Reintegration (DGAPR) of Morocco has arranged two facility visits that participants can choose from. Tamesna Local Prison

Over the past ten years, the General Delegation for Prison Administration and Reintegration has undergone a series of structural reforms, within the framework of a strategic plan primarily aimed at humanizing detention conditions, ensuring the safety and security of detainees, and rehabilitating
incarcerated persons with a view to their reintegration, while simultaneously introducing the modernization of the administration and strengthening governance procedures. The cornerstone of this strategic plan is based on improving detainees’ living conditions, through the rehabilitation of penitentiary infrastructure and the enhancement of the performance level of correctional institutions, in accordance with the High Instructions of His Majesty King Mohammed VI. Built on an area of approximately 12 hectares, with an accommodation capacity of 1,856 beds, the Tamesna penitentiary facility was opened in 2023 in order to relieve pressure on existing prisons in the Rabat–Salé–Kénitra region. Having hosted the 7th Biennial Conference of the African Correctional Services Association in 2025, the Tamesna penitentiary facility symbolizes Moroccan penitentiary reform in terms of prison management, through the implementation of advanced electronic surveillance systems, strengthened measures for rationalizing water consumption in line with national policy, and waste management through the establishment of a specialized unit for waste collection, sorting, and recycling within the prison.
 

National Training Center for Staff (CNFC) – Tiflet

Located in the city of Tiflet, near the two penitentiary facilities Tiflet I and Tiflet II, the National Training Center for Staff covers an area of 7 hectares, of which approximately 3 hectares are built-up space. This center fulfills several key missions within the Moroccan penitentiary system, namely initial and continuous training, as well as the qualification of managerial staff and penitentiary personnel of the General Delegation for Prison Administration and Reintegration (DGAPR). It provides them with the necessary skills related to security, administration, management, and reintegration. It is also a structure that supports national and international exchanges and welcomes foreign delegations within its training facilities, which include theoretical classrooms, practical training areas, as well as accommodation facilities for long-term stays.
