ICPA Planning and Design Network Webinar: Reuse and Renewal – Enhancing Rehabilitative Impact of Existing Environments with a Sustainability Lens

Repurposing and upgrading existing building stock is critical to the ongoing sustainability of corrections around the world. While more focus is often placed on the sustainability of new build work, this webinar is specifically focused on the repurposing of existing building structures and the enhancement of existing prison real estate for optimum rehabilitative value. Retention and repurposing have significant benefits from an embodied energy perspective, and also significantly minimise construction costs.

With the quantum of existing prison infrastructure wordwide, and much of it falling short of best practice rehabilitative environments, it is highly sensible to find cost effective and sustainable methods of increasing the therapeutic value of spaces in order to optimise the programmatic efforts and outcomes. The use of prisoner labour for upgrading existing facilities has shown to create enhanced ownership over the upgraded spaces, and improved interaction between staff and prisoners. Furthermore, using prisoner labour reduces the need for external contractors to be within the secure prison space.

Presentations

Building a Sustainable Future: Integrating Adaptive Learning and Community Interaction in the New Prison in Samoranovo
The Samoranovo prison design aims to create a sustainable environment that focuses on rehabilitation and positively impacts the surrounding community. By integrating local elements in construction and operation, the prison repurposes nonfunctional facilities from a former military compound. These structures are transformed into workshops where inmates can learn valuable skills with the participation of local companies. This approach reduces construction waste and provides meaningful opportunities for prisoners to develop skills for reintegration into society. The design goes beyond physical structures, requiring a holistic approach that engages the community and utilizes local materials and suppliers to create a supportive environment for rehabilitation.

Project Vista: Normalising Existing Facilities
Working toward a consistently humane and normalized correctional environment, this presentation focuses on improving correctional environments through sustainable practices. Lana Sandas and Andrew Dye- representing CoreCivic's rehabilitation and real estate functions- will discuss the pragmatic approach of enhancing existing facilities as per Normalization designs and features.

As leads of Project Vista, a US-wide think-tank dedicated to the implementation of Normalization in correctional facilities, Lana and Andrew have overseen numerous facility upgrades focused on establishing environments conducive to positive change. Their presentation will cover various concept implementations (including living spaces, incentive units, classrooms, and staff areas) and the impact of their underlying principles (including biophilia, trauma-informed color and design, and carceral geography). The webinar will showcase before and after images of area transformations as well as project findings and recommendations, highlighting the potential for significant outcomes in creating humane and community-like environments within a once-traditional prison setting.
