Mr. CHAN is a seasoned professional with extensive experience in the field of correctional services. He holds a Bachelor's Degree in Social Work from City University of Hong Kong, a Bachelor’s Degree in Law from University of London and a Master's Degree in Business Administration from Chinese University of Hong Kong.

Currently serving as Chief Officer, Mr. CHAN is responsible for the management of a correctional institution for male adult offenders. With a career spanning 13 years, he has gained extensive experience in various aspects of correctional services. These include frontline operations, supervision of rehabilitated offenders, providing welfare support to persons in custody, penal administration and senior management in correctional institution.

Throughout his career, Mr. CHAN has demonstrated his strong coordination skills in matters related to penal operations and rehabilitation activities. He is committed to creating a safe and secure environment for both staff and offenders, as well as promoting the latter’s rehabilitation and reintegration into society.
