ICPA and UNODC Join Forces to Enhance Dynamic Security in Philippine's Correctional Facilities

Over an intensive three-day period, 30 jail officers participated in this specialized training program in Manila, designed to strengthen the competencies of personnel at the Preventing and Countering Violent Extremism (P/CVE) Center and selected staff from regional offices and jail facilities across the Philippines.
Led by international expert Dorin Muresan from Romania, the training featured an innovative methodology that went beyond traditional classroom instruction. Participants engaged in practical scenarios, role-playing exercises, and interactive quizzes, making the learning experience both immersive and applicable to real-world situations.
At the heart of the training was a transformative message: effective security in correctional facilities is built on communication rather than force. The program emphasized how listening and understanding the needs of Persons Deprived of Liberty (PDLs) creates an environment of trust and respect that enhances overall security.
One participant reflected on the experience: "This course strengthened our resolve that genuine security is built on trust, compassion, and dialogue. Listening is where transformation starts."
This training session represents just one component of the ongoing support from ICPA and UNODC to the BJMP. The Bureau has expressed interest in further capacity-building initiatives and coaching sessions focused on interpersonal skills, security awareness, and radicalization prevention.
