Uplifting Offenders Through Skills Training and Employability Programmes

This presentation covers Singapore Prison Service (SPS)’s and Yellow Ribbon Singapore (YRSG)’s collaborative efforts in providing skills training and education for inmates, with the aim to enhance ex-offenders’ employability potential, promote lifelong learning, skills deepening, and long-term career development. These initiatives include upskilling offenders in digital skills, expanding academic pathways and training academies in prison, as well as allowing offenders to take up employability enhancing programmes while on community-based programmes.

Leslie Jin started his career in Yellow Ribbon Singapore (YRSG) as a communications practitioner. He was at the heart of Yellow Ribbon’s media campaigning efforts, and led a core planning team that actively shaped the perception of the nation through strategic alliances and the creative community outreach activities. In addition, he oversaw Corporate Communications, International Relations and Protocol Planning functions for the organisation.
He was subsequently rotated to lead the Strategic Planning and Transformation office in YRSG. As the team lead, he facilitated an organisation-wide transformation journey for both YRSG and Yellow Ribbon Industries (YRI; a fully owned subsidiary of YRSG). The transformation saw both YRSG and YRI sharpened their strategic focus, completed a rebranding exercise, developed a new Vision/Mission/Values and put in place practices to sustain a culture of high employee engagement and innovation.
Leslie’s current role as Deputy Director Skills@YR puts him at the forefront of YRSG’s mission in uplifting ex-offender’s lives through skills training and promoting their career mobility.
