Arshak Gasparyan is a seasoned criminal justice professional with over 23 years of distinguished experience in prison management, probation systems, and penal reforms. Having worked extensively with national governments, international organizations, and NGOs, Arshak specializes in offender rehabilitation, reintegration strategies, and dynamic prison security, guided by international standards including the Mandela, Bangkok, and Tokyo Rules.

Throughout his career, Arshak has led comprehensive reform initiatives across Eastern Europe and Central Asia, notably in Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Montenegro, and Uzbekistan, driving policy changes, developing innovative risk assessment tools, and strengthening probation services. His contributions have significantly influenced national policies and practices, advocating for human rights-based approaches and sustainable alternatives to incarceration.

Currently coordinating prison and probation reforms with the United Nations Office on Drugs and Crime (UNODC) in Kazakhstan and Central Asia, Arshak continues to shape justice systems that prioritize rehabilitation, public safety, and effective community reintegration.
