Cecilia de Armas is the Coordinator of the Global Torture Index at the OMCT. Before joining OMCT, she worked at the Office of the United Nations High Commissioner for Human Rights in Colombia, as an Associate in Security and Peace, where she focused on human rights, security and human rights defenders. She previously worked in Brussels in human rights, rule of law and civic space at the European Network of National Human Rights Institutions (ENNHRI) and at Open Society European Policy Institute. Cecilia holds an LL.M in International Human Rights Law (Tilburg University, The Netherlands) and a Bachelor’s degree in International Relations (University of the Republic, Uruguay).

Fundraising and Donor Relations Manager, Prisoners Rehabilitation & Welfare Action (PRAWA), Nigeria

As a dedicated development professional with over 10 years of experience, I am passionate about driving meaningful change and creating opportunities for vulnerable populations, including women and children. My career at PRAWA (Prisoners’ Rehabilitation and Welfare Action) has spanned diverse roles, from managing impactful access-to-justice programs to leading fundraising and donor relations efforts that bring PRAWA’s mission to life.

In my previous role as Senior Programme Officer, I successfully managed projects that enhanced justice delivery and empowered marginalized communities. I contributed to the development of resource materials and facilitated capacity-building programs for key government institutions, including the Nigeria Police, Nigerian Correctional Service, TETFUND, and the House of Representatives.

Currently, as the Fundraising and Donor Relations Manager at PRAWA, I focus on securing resources that support transformative initiatives, fostering strong partnerships with donors, and ensuring the sustainability of programs that advance human rights and social justice.

Ángel María Salvador Ferrer

Coordinador, Prevención de la Tortura, Documenta, Mexico

Ángel María Salvador Ferrer has served as Programme Coordinator in the Prevention of Torture, within the Analysis and Action for Social Justice Unit, since 2018. Previously, at Documenta, he worked as a Researcher in the promotion and implementation of projects in the Prison System and Social Reintegration Programme and in the Disability Programme, as well as in the diagnosis of human rights situations.

He specialises in developing innovative solutions to address the lack of judicial protection for people affected by complex and high-impact criminal phenomena. Recognising that the inaccessibility of justice is a multifaceted challenge, he advocates for a comprehensive and multidisciplinary approach that integrates legal sciences, data, social sciences, communication, and the arts. His goal is to empower people to become active agents and self-managers of their own demands and rights.
